Not everyone are as structured as here North America and Europe (particularly in Germany :-) where almost everything just works

Some cultures (latin ones) talk more than they get the work done

¿How some 3rd world countries had provided very good hackers?

Population

México, India and such, are very big countries in terms of populations.

In 150 milliones of people, we can be happy with 0,000001% (15) being hackers 

Chile has 15.000.000 of people.

But, ¿How can this explains that countries like Norway have good hackers?
